Abstract

Housing has remained a necessity for human as it provides man with shelter, privacy, and security. In Nigeria, government efforts to address housing needs have historically fallen short, leading to a significant housing deficit. As the efforts of government have not yielded much result, individuals have taken the responsibility of providing housing to meet their needs. In doing this, such developments are controlled by government to maintain orderliness of land use, protect the environment and generate revenue for government. This study investigates the effects of development control on housing delivery in Uyo, a rapidly growing urban area in Akwa Ibom State, Nigeria. Through a mixed-method approach combining surveys, interviews, and field observations, this research identifies critical tools of development control that influence housing delivery. Findings indicate that while building codes and design guidelines positively impact housing delivery, infrastructure requirements and development fees present significant barriers. The study concludes with recommendations for policy adjustments on development levies and infrastructure requirements to enhance housing availability and affordability in Uyo.
