COMMUNICATION STRATEGY OF THE CENTRAL BANK AGRICULTURAL EXTENSION PROGRAMMES AMONG RURAL MAIZE AND RICE FARMERS FOR SUSTAINABLE DEVELOPMENT IN KOGI, BENUE AND NASSARAWA STATES, NIGERIA

This research evaluated the communication strategy of the Central Bank of Nigeria (CBN) agricultural extension programmes among rural maize and rice farmers in Omalla Local Government Area of Kogi, Agatu Local Government Area of Benue and Keffi Local Government Area of Nassarawa states, Nigeria; The objectives of the study were to; investigate the communication strategies of the CBN Extension Programmes in Kogi, Benue and Nassarawa states; identify the factors that militated against the effective communication of the Anchor Borrowers’ Programme to farmers in the study location; examine the effectiveness or otherwise of the communication strategies adopted by the CBN in the Anchor Borrowers’ Programme in Nigeria. Survey design with quantitative method, using both the probability and non-probability sampling, with population comprising of all farmers in the three states who had benefited from the extension programmes of the CBN, which according to the Agricultural Development Project(ADPs) of the three states, over Ten thousand (10,385) benefited. Based on the population above, three hundred and eighty-four samples (384) were drawn from the population, using Krejcie and Morgan sample size determination table. The study found that the CBN communication strategy was not effective as factors such as media reach and accessibility, language barriers amongst others, were responsible for the poor performance of the extension programmes. Recommendations were derived from excellent model of participatory communication which encourages multi-stakeholder engagements or robust public participation in policy planning, implementation, monitoring and evaluation were vigorously emphasised.
