Abstract

Nomadic fisher folk are categories of nomads who major spend their life time in the river bank areas for their survival and to make erns meet. In the River Benue Bank of Adamawa State, they are migrants comprising the Jukun, Kabawa and the Hausawa respectively. Among these groups, there are education, civilization and social development issues that is influencing their life and aspirations, especially on their children who are of school age. Issues in the provision of an inclusive access and quality education to all youth and children is at stake and stand as a basic human right. The Universal Basic Education in Nigeria is established to among other objectives address this right. It was as well on this notion that the National Commission for Nomadic Education (NCNE) was established in 1989 with the sole responsibility of providing nomadic children with relevant and functional basic education. However, it is very unfortunate that there are still large number of nomadic children who are out of school and roaming the streets or neglected the remote settlements. The literacy rate of the nomads especially the fisher folk, is negligible and the implication of this is that the nomadic children in Nigeria are not only educationally disadvantaged but they have low access and poor participation in education and national development. it is on this note that this study pilot tested strategies for establishing nomadic fisher- folk primary school along Ngurore Ribadu river Benue bank of Adamawa for universal basic education scheme
